Referring to my letter of yesterday,

bag to inform you that at a Meeting of the Chamber of Commerce held this afternoon it was decided, in view of the urgency extreme importance of the question, to despatch a telegram direct to the Right Honourable the Secretary of State for Foreign Affairs protesting against the creation of a Government menopoly for the sale of raw opium in Canton and the im- -position of a new tax on prepared opium for which the dealers in raw opium would be responsible to the Government monopolist.

H. B. M's. Charge d'Affaireș, Peking, are now enclosed, and copies of my despatches will be forwarded to you in due course.
